Cancer waiting times inquiry begins

An independent investigation has begun into how Colchester hospital responded to concerns about cancer waiting times.

"Inaccuracies" in data, found by the Care Quality Commission (CQC), are already being examined by police.

Former deputy chief medical officer of England, Prof Pat Troop, and ex-NHS Suffolk chief executive Carole Taylor-Brown will lead a probe into "who knew what, and what they did".

The hospital said it would be completed "as soon as possible".

'Deeply shocked'

Staff told CQC inspectors they were "pressured or bullied" to change data relating to patients and their treatment to make it seem people were being treated in line with national guidelines.

Last week, the Royal College of Nursing (RCN) claimed concerns raised in February 2012 were dismissed as "fantasy".

The hospital said its own investigation at that time was "not adequate".

Health regulator Monitor has agreed the terms of the hospital-commissioned independent investigation, the hospital said.

The report will be sent to hospital trust chairman Dr Sally Irvine, who will then consider what action needs to be taken.

Dr Irvine said: "The board is deeply shocked and concerned at the failings revealed in the CQC report, and is very sorry indeed for the anxiety and distress this will have caused.

"It raises questions at the highest executive and management levels of the trust.

"The investigation has been asked to get to the bottom of who knew what, when they knew it and what they did - or did not do - about it.

"This will be a far-reaching and detailed investigation but because of the urgency of the situation, I have asked for it to be completed as soon as possible."

Witnesses from a variety of grades, including executive directors, will be interviewed during the course of the investigation, the hospital added.

The hospital said the investigation would look at:

  • Any case for disciplinary action against any members of staff over their handling of data, or their response to any concerns
  • The effectiveness of the whistle-blowing policy; issues of bullying and harassment
  • The board's approach to assuring itself
  • What can be done differently
  • How "appropriate and complete" was an internal investigation in February 2012

Essex Police is looking into whether the case warrants a criminal investigation.
